At its centre sits the shield of Berlin: a black bear, upright and striding, armed and tongued red, on silver, beneath a golden crown whose brow band is masonry pierced by a closed gate, marking Berlin as at once a city and a state. The star pattern was standardised across the Federal Republic in nineteen seventy-four, each state carrying its own arms at the centre. The Berlin arms took this form in 1954. Berlin's closed units wear a black beret. In July of 1948 the police divided with the city and stayed two forces until the first of October, 1990, when authority over all of Berlin returned to one presidium. Officers from the west and the east were then deliberately mixed across stations and patrol cars.
