Stravant - Part to Biome / Terrain

Update 1/25/2026: Not sure when it broke but it works again now. A port of the Part to Terrain functionality that originally existed in the official Terrain Tools as a Beta feature, modified to run as a community plugin instead. This port enables the Part to Biome feature which was never fully completed. I don't know how well it really works, but I made it available, your mileage may vary. Since this is derived from the original built in Terrain plugin, an option is provided to show the rest of the Terrain Tools interface as it was at the point when this plugin was ported, though some functions such as Import will not work due to requiring privileged APIs.
